The infractions primarily occurred between 2012 and 2019, a period when the club was under the ownership of its former proprietor, Roman Abramovich.

The FA's penalty specifically addresses financial misconduct. Previously, the Union of European Football Associations (UEFA) had also fined Chelsea 8.6 million pounds (approximately 90 crore rupees) for similar financial irregularities. The Premier League is also conducting its own separate investigation into the matter. Reports indicate that Chelsea has since strengthened its governance procedures to prevent such breaches in the future.
